You are confusing the TT online version with the Costco desktop one.

State prep is extra with online, but efile is free. Cobversely, state prep is included with desktop, but there is a state efile fee.

And Costco sells two versions of TT deluxe desktop: One is Federal only, and the other is Federal + State.
