I earned less in 2017 than i did in 2016. refund decreases after i answer yes to "i make less". What happens if i say "no" instead of "yes"?

If you live in a hurricane disaster area, and your income decreased due to the hurricane, and you qualify for EIC, then you have the option of figuring your EIC based on this year's income or last year's income. If you get a better refund using this year's income, you are free to do that. Saying no will probably get you past that part of the interview.
