You cannot file unless all fees taken out of federal, taxes were submitted & fees were taken from federal.

Yes?  Did you get the federal refund?  You have to pay the fees even if the IRS hasn't sent your refund yet.  Then when the IRS sends the refund they won't take the fees out again.

You could have paid the fees with a credit card upfront and avoided this. And avoided the 39.99 Refund Processing Service charge.

Sounds like the IRS is taking too long to send your refund.  See What if the IRS reduces your refund or delays it.

Then when the IRS does send your refund they won't take the fees out again.  And if you didn't know there is an EXTRA 39.99 Refund Processing Service charge (44.99 in California) to have  the 19.99 fee deducted from your refund.

They will send you several emails.  If you don't pay they will take it out of your account.
