So sorry for your loss. No, you cannot claim your spouse as a dependent. A spouse cannot ever be claimed as a dependent even if they had no income at all. Married couples can file joint returns or file as married filing separately.
If your ONLY income was Social Security then you do not even need to file a tax return, unless you had health insurance from healthcare.gov and have a 1095A.

As others have said, if your only income is social security, you do not normally need to file a tax return. What is it, you are trying to accomplish by filing a tax return?
