TTX sometimes downloads state software that you used sometime in the past (....in some universe, or a galaxy far far away)...
BUT...you are not charged for it, nor does it count as your free state unless you try to actually use it. We've tried repeatedly to get TTX to stop wasting our time with these useless downloads...but have been unsuccessful so far. You just ignore MN.

Just make sure you have indicated:
1) that VA is either your State of residence setting....or perhaps an "Other State Income" state on the Personal Info page. (depends on whether you are filing VA as a resident of VA, or as a non-resident of VA)
2) enter all your Income and all your Deductions& Credits in the Federal section first (and error checked)...
3) Then when you go to the "State Taxes" section, you will either be shown the VA software to download and install as your free state...or..or you can click on a blue button to "Get Another State" to select and download VA. (and you ignore the MN software entirely...if you really do not need it)
