I dont want to pay for the State Tax return. It says i have to pay $29.99, and i chose all the options where i didnt have to pay.

To not pay for state you have to delete it. You can add it back in later but you will have to pay. https://ttlc.intuit.com/replies/3301384

Sorry the early discounted prices and free state promotion expired on 3/16.  State is an additional charge in all Online versions.
