If it is asking you to pay $29.99 then that means you did not qualify for the Federal Free edition based on the information you entered.  The Federal Free edition is for a very simple short form filing.  The forms offered through the Federal Free are 1040A and 1040EZ (short form).  The 1040 is not offered through the Federal Free Edition.  If you qualified for the free edition it would not have asked you to pay the $29.99 and it would have allowed you to file for free.
