I dont have a bank account and it wants me to make a payment to my federal taxes how do I choose for it to take it out of my return

Do you need to pay the Turbo Tax fees or do you have a Tax Due?  If you have a Tax Due you are not getting a refund to take it out of.  To pay a tax due you need to mail a check or pay it online.  Or you might need to get a prepaid Visa card like at Walmart.

if you have a balance due on the federal this is not possible.  if you have an overpayment an amount up to the amount of overpayment can be applied to next year's taxes.

look for apply refund to next year  - it will tell you the maximum that can be applied

if additional payments are needed, you can go to IRS website and make an estimated tax payment using a credit or debit card.  there is a fee the processor (not TT) charges for this.
