I don't understand the prices? It lists $59.95 for Expert Help. I chose to pay $40 from my federal refund and then the amount I'm being charged is $99.95?

The $40 for using the pay with tax refund option is additional to your other TurboTax account fees.

So it is $59.95+$40=$99.95 before sales taxes.

No, that is not the way it works. You chose to pay for TurboTax from your refund rather than providing your own payment for the service. To have it taken from your refund, there is an additional refund processing fee administered by a third party bank who is charging the fee. As a result, the $99.95 is correct.
