I don't have to file fed. taxes and only state. State is free, its asking for $99 and a charge card? I thought state was free?

What do you mean by "only state"??? You cannot use TurboTax to file only a state return. The information flows from the federal return to the state return. You cannot prepare or file a "stand alone" state return using this software.
