I don't have the option to pay my state taxes by a payment plan on this service. Can anyone help?

You can set up an installment agreement by going to your state's department of revenue website and following the prompts there.

Follow up question: Turbotax is only offering me the option to pay the entire thing today - do I just do that and then go set up the installment?

Choose the option to pay by check with a payment voucher.  Then e-file your tax return.  Pay what you can with the payment voucher.  If there is a printed amount then cross out the amount and enter what you are paying.
