By not paying for "state taxes" yet, do you mean not paying for the state return preparation?    Or are you saying you do not wish to pay the state taxes you owe yet?

I'll assume you don't want to pay and file the state return now, so that's what I will address.

If you want to file the Federal return now without paying for the State return, you can delete the State return. You can come back later and add the State return back to finish and file it.

If you efile the Federal by itself, then you cannot efile a State return until the Federal return has been accepted.   The IRS will start processing returns on January 23.

And starting this year, if you have EIC (earned income credit) or ACTC (additional child tax credit), the IRS will not start releasing those refunds until February 15.
