I do not want my state taxes automatically taken out of my taxes. I would like to set up payment arrangements. How can I do that?

I do not want my state taxes automatically taken out of my taxes. I would like to set up payment arrangements. How can I do that?
A state tax payment due can never be taken out of your federal refund.
You should be offered the options of paying now by bank account debit, or paying "by check." If you select "by check" you can make any arrangement you want, including mailing a check, or making an electronic payment at the state's tax web site.
