I do not understand the Turbo Tax Extension consent agreement.

If I am not paying anything at this time even though I owe federal taxes, why am I authorizing the US Treasury and its designated Financial institute to withdraw from my bank the amount due? This seems to give the IRS carte blanche to withdraw from my account

You should enter a zero for the amount you are paying now and then the consent should reflect that you are filing, but not authorizing a payment now.
