I do not like the way you state that the cost will be $34.99 and then when I go to file there are 2 charges of $34.99. That is not right!!

TurboTax should be upfront about all costs for eFiling in the very beginning.

Have you already filed?  If not, you should be able to remove the extra 34.99 fee.

The fee for TurboTax Deluxe is 34.99 for Federal return preparation (and 36.99 for a state return.) 

But if you chose to pay the TurboTax fees out of the Federal refund, there is an additional 34.99 service fee for that refund processing option.  (39.99 for California filers, where it is bundled with Premium Services.)

If you did choose that option to pay out of your Federal refund, you can remove it prior to filing and then pay the TurboTax fee upfront with credit card, debit card, or a prepaid debit card you can buy in a store.   Here's how:

You can certainly phone TurboTax Support if you wish.   You never know unless you try.    I don't know what they will do.  They may tell you that you approved the documents that you can see in screen images in this other thread:
