You have the option to pay the TT fees with your own Credit/Debit card   OR  have the TT fees withheld from the federal refund for an EXTRA fee ... once you settle your tab you can move onto the option to efile or mail in a paper return.  To efile you must have either the 2017 AGI  OR   the 5 digit  self selected PIN you choose to represent your 2017 signature.  If you cannot efile then you cannot use the refund processing option and you are back to paying up front with a CC.
