If there are amounts in boxes 18 and 19, ask your employer what goes in box 20
If you have an amount in box 18 (Local wages & tips) or box 19 (Local income tax), then you need to enter the locality name in box 20. It could be a city, town, school district, or something else. Whoever you paid the local tax to, that is who you name in box 20. Do you know which City or other local district is responsible for levying the tax that you paid in box 19?
You might find this by checking what was printed on your W-2 the year before, if you worked for the same employer - or in the same city. You may have to call your employer if you are unable to identify the locality to whom the tax was paid.
Once you've identified the locality, then you just enter the name of the City into that box. For example, "Cleveland."
