You can file a conventional paper return that includes IRS Form 4852 if all efforts to obtain a W-2 from your employer have failed. Here's how to fill one out:

Are you trying to say you did not receive a W-2 from an employer--but you should have? Or do you mean the software is trying to get you to enter income from a W-2 and you did not receive a W-2 for 2019, and did not earn income that would be on a W-2?
If you just flat out should not have a W-2, then in that income section you need to click that you do NOT have a W-2, so that the software will stop asking for it.
