I do a small amount of contractual work, from my home, for a Detroit Adult Foster Care Home. I am not a Detroit resident.  Do I have to file a Detroit Non-resident

No. It sounds like you are a self-employed contractor.  If you  if you work from home and are not a Detroit I see no reason for you to file a Detroit Non-Resident tax return.
