I didn't get my 2020 refund and the IRS "Where's my refund?" tool just says "We cannot provide any information about your refund.". I tried calling them but no success. So the first question is how can I contact the IRS about last year's refund, since it looks like something is holding it up but I can't get any information about what the problem is. And secondly how do I file this year's return without knowing the AGI amount from last year's return? I tried filing this year's return by putting down what should be last year's refund amount, but my return got rejected since the AGI didn't match my 2020 return.

Try using zero, since it is unlikely that the IRS has a 2020 AGI in the system for you.

Your refund is not your AGI, and your refund does not affect your AGI. Your 2020 AGI is on line 11 of your 2020 Form 1040. Getting or not getting your refund doesn't change your AGI.

If the AGI on line 11 of your 2020 Form 1040 doesn't work, try using zero, as xmasbaby0 suggested.
