I didn't file last year can I file last year and this year?

Yes, but not together.  You can file your current tax return (2018) now using TurboTax and include all of your income you earned in 2018.  When you e-file this year's tax return, you will use 0 for your last year's AGI since there is no 2017 return on file for you right now.  

You can file a prior year return separately for the income you earned in 2017, but you have to use desktop software since you can only use the Online software for the current year.  You have 3 years from the due date to file your 2017 return and receive any refund due to you.  Here is a link to the prior year software.
