I didn't file in 2017 due to $0 income. My 2018 SSDI included income for 2017 which I specified on my 2018 return. Do I now need to file 2017 or will the IRS create it?

No - You don't need to file a 2017 return since you reported the distribution for 2017 on your 2018 return.
