I did not use Turbo Tax in 2016. Used CPA. I am using Turbo Tax in 2017. Can I manually populate 2016 data?

Not really ... all you can do is enter the required 2016 info as needed like rental assets for depreciation or estimated tax payments. 

If you want to buy the 2016 downloaded program and take the time to enter everything  until your return looks just like the one you filed then that is up to you but it is unnecessary.
