I completed my state return for CA along with my Federal return and it shows up as being Incomplete. When will this be transmitted to CA Franchise Tax Board?

It is just a simple Form 540 CA Resident Return.  The table shows date of print 1/27/17 and Date for e-File AVAILABLE.   When will it be submitted?

The table shows Date of Print 1/27/17 but Date for E-File is AVAILABLE.  When will it be submitted by TurboTax?
