No one here can tell you why the program is behaving in the manner you are observing.

Support, however, can most likely diagnose the problem while you're on the phone.

If you are using the TurboTax online editions -

Enter dividend income in the Search box located in the upper right of the program screen. Click on Jump to dividend income

On the screen Did you have investment income in 2023? select Yes

On the screen Let's import your tax info select Enter a different way

On the screen OK, let's start with one investment type select Dividends and Continue

On the screen How would you like to upload your 1099-DIV? select Type it in myself

After you have completed entry of the first 1099-DIV you will land on the screen Let’s finish pulling in your investment income.  Click on Add Investments to add another 1099-DIV
