I chose to file federal tax by mail and state tax with e-file. when I click continue, I only go back through the same loop of options and there's no way to actually file

For security reasons, TurboTax does not allow you to e-file your state return unless you e-file your federal return first or at the same time. See the FAQ at the following link.
