Yes, as long as your return is completed and the reviews are completed, TurboTax will advance to the next section to file the tax returns.

I suggest running through the reviews again to see if there is anything TurboTax is warning about.

You need to mail your return in if you have no income to report. 

You cannot electronically file it.
