I can't pay my CA return by credit card but only by paper check. For this reason, I can't file my returns. How should I proceed to finalize my CA return?

You should still be able to efile but choose check as your payment method. Once you efile, you can print a copy of your return which will include a voucher to make your payment to the state. I selected "Pay by check" for my California taxes. However, I don't have access to step 3 on the page "just one more step and we'll file your returns" : it says: The IRS hasn't finalized one or more of your forms. Once forms are finalized, you will be able to access this sections" ?
