Here's something to try. Go into File Explorer and locate the file you showed the path to. Double-click on that executable, and it should launch TurboTax. If that works, then you can make a new shortcut icon to the executable to place on your desktop screen.
After testing the above, and if the program launched OK, then you can right-click on that same file and in the popup menu choose Send to > Desktop (create shortcut.) That should place a shortcut icon on your desktop screen. If desired, you can rename the shortcut icon by right clicking the icon and choosing "Rename."

reboot and then click on the desktop icon or
go to the file location and double-click on the TurboTax.exe file
if this works, close the app and right-click on it. Select Create Shortcut and put it on the desktop (usual default)
This should always work unless the installation is corrupt.
if this doesn't work, contact support, but it's likely the only thing they'll suggest, unless you get an error message other than file can't be found, is uninstalling, rebooting, and reinstalling, which uses up another license
