No ... each tax year has it's own program so you will need to buy the 2019 program to complete a 2019 return.

NO. Each year has its own software written specifically the tax year. You will need 2019 software to prepare a 2019 tax return. The 2019 software will become available in late November 2019, and the IRS will likely begin accepting 2019 returns in late January 2020.
