I bought the turbo tax deluxe software from a retailer. How do I use it with my account

You do not use your Online account.  You install the CD and use it locally on your computer.  

Did you use the Online version last year?  I assume you need to transfer from 2015 Online into 2016 Desktop.  There are a couple ways to do that.

One way is to start a 2016 Online return and transfer into that.  Then you can download the .tax2016 file from online and just OPEN it in the Desktop program.

When you insert the disk into the drive in your computer, it will look for your prior year's information.
