I did apply for health insurance for 2018, however it was still too pricey for my budget and I did not pay the first premium. (I don't even remember the login or even what coverage I had). I received a 1095-A stating that my husband and I were covered for all 12 months. Each "Monthly enrollment premiums", "Monthly second lowest cost silver plan (SLCSP) premium" and "Monthly advance payment of premium tax credit" were identical but I didn't pay anything.
I input my 1095-A into Turbo Tax, but what happens? Do I have to pay a fine for not being insured or do I have to pay back the IRS?

If the Advance Premium Tax Credit was equal to the cost of the plan and you have a 1095-A showing you were covered all year, you were probably covered and received the credit and didn't need to pay anything and are not subject to a fine.
If TurboTax is telling you that yes, you have to pay it all back, then yes, you need to pay it back. If it is not saying that then you don't.
