I am using TurboTax Premier. I would like to add form 8582 or 4797 to my return. How do I add a specific form to my return?

As you go through the TurboTax interview, the program will add the forms that are required for your return.

In looking through the TurboTax forms for TT Online, I do see that Form 4797 is supported in TurboTax Premier.  However, I don't see Form 8582 supported in any of the individual tax return programs.

In your search box, type in Form 4797 to see if the program will bring you to that point in the interview process where you'll be asked to enter the relevant information.  If you continue to have difficulty, please post back.
