I am trying to pay for the upgraded program in order to file last years tax return. The instructions state to go to "file" on the left-hand menu... There is no such "file" option.

"last years tax return...."   Are you trying to file a 2017 return or a 2018 return?   You cannot e-file a 2017 return.  If you are trying to do that, give up.. A 2017 return has to be printed, signed and mailed.

If you're talking about a 2017 return or earlier, you can not use the online version of TurboTax to file a prior year return. You have to purchase the CD for the tax year you need to file and physically install it on your computer. Or are you referring to tax year 2018 when you say "last year"?
