A distribution from your IRA is taxable income.  You will have a 1099R to enter it.  Did you take the money out in 2019?  If so, it goes on your 2019 tax return.  If you mean you will take it out in 2020, it will go on your 2020 return when you prepare your 2020 return next year in 2021.  if you are younger than 59 1/2 there is a 10% early withdrawal penalty as well as ordinary income tax, unless you are taking it out for one of the reasons that is an exception to the early withdrawal penalty (such as putting a down payment on a home).
