I am seeing two prices on the billing screen, $40 and $59.25. Which is it?

That screen give you the information of what is being purchased. What does it say?

I think the price is $59.25. The extra $40 is the Pay with Refund service charge. It is added on to the 59.25. You can avoid the $40 charge by paying the fees upfront with a credit card.
