I am retired and do not have a W2 from an employer. All I have is an SSA1099. I'm not even sure if I need to file a fed and state return.

Any 2017 (Joint) income besides Social Security?

Yes.....$13.81 in interest and am not sure if payment for jury duty ($40) is taxable.  According to the SSA1099  instructions after dividing my SSA benefits in half - the total amount is $8,488.81

As long as you are not filing as Married Filing Separately, based on the information you shared about having only interest income, jury duty pay, and Social Security benefits, you should not be required to file a return.
