I am on disability and have a SSA 1099 w2. I did not work in 2018. The site keeps asking for employer information. I cant go forward

You are trying to enter a SSA-1099 in the section for reporting wages reported on a W-2.  A SSA-1099 is Not a W-2

If the Social Security benefits received would be the only income reported on the tax return, then there is no need to file a tax return.
