I am on 1040 line 1 and husband is on 1040 line 2. It used to be the opposite

is this ok? he is working, I am retired.

While the IRS would prefer that the order stay the same from year to year, it doesn't really matter. It also doesn't matter to the order you are listed that you are retired and your spouse is working.
