I am not understanding what happened to my (NY State) Tuition Tax Break? Help. I qualified for $10,000.00, and somehow am only receiving a $1 back???

The maximum tuition credit is $2500 and only $1000 of that is refundable. Review form 8863 for how your tuition credit was calculated.

I am just confused because when I'm entering the NY state tax section, it  says I qualify for 10k. Obv not expecting anywhere near that but then they start off with a total income of 20k, deduct the 13k for tuition, but then tax me 7k?? I dont understand why nyc taxes that much?? especially when the only income from ny state is 1 k out of the whole 20k. I am just trying to understand if I did anything wrong

this is all in the NY State tax section, not the federal income part

As stated above, education credits are limited.  See the article below that explains the details of both of the education credits that are available in 2018.  If you still believe that you qualify for an education credit, review your entries in TurboTax.

The tuition and fees deduction expired at the end of 2017 and Congress has not renewed it.   Only the AOC (American Opportunity Credit) or Lifetime Learning Credit is available if you qualify.

Right, yeah I saw all of that on the federal side, and did get some money from that. I am just confused on the "state" side, why I got taxed 7k
