I am legal guardian of two minor children that are not relatives, how do I claim and show them as dependents on my return?

That depends.    A foster child is an individual who is placed with you by an authorized placement agency or by judgment, decree, or other order of any court of competent jurisdiction.

A foster child so placed would be the same as "your child" and would be treated as a "Qualifying Child".

If not a foster child, the the child would be "Another Person" "other" and must have lived with you the entire year, you paid more than 50% of their support, and their gross income less than $4050 and would be treated as a "Qualifying Relative."

The requirements are different for each type.
