I am in US on L1 Visa. I am filing taxes as married filing jointly. In 2018, My wife was not in US for more than 10 months. Did I need to have health coverage for her?

Yes, you did.  If she is treated as a resident, she is required to have the health insurance coverage all year unless you meet other exceptions like the hardship.
