I followed the steps below and my return is still rejecting.  Any ideas?

Me too.   Tried all suggestions, REJECTED 6 times now.   ???   What's up TT??

I've only been rejected 5 times. I'll wait to see f the 02/22 fix is more than a rumor.

If Part II Box A is checked and you are eligible for the 85% Waiver, your return cannot be electronically filed. You must print and file your return by mail.

Wow, this sucks -- for FS.    I only have 39 pages to file and a large refund coming.  What a huge inconvenience and waste of time.   Thanks for great service IRS.

The calculated penalty on my return from section IV of F2210 is zero but Box A in Section II is still checked.  So I am forced to request an 85% waiver of zero and therefore have to file by mail. This is STUPID.  Can I have filing fee back please????

Section III on form F2210 is calculating a negative penalty for me so it defaults to a zero penalty.  Why is TT forcing Box A in section II to be checked?  This is STUPID.  Requesting a waiver of 85% of ZERO is STUPID.  If the penalty is ZERO a simple IF statement in the program to remove the checked Box A in Section II should be allowed.  Why is this so hard????

I have the same issue and tried all of the above with no success. Hopefully the 2/22 fixes will take care of this. Very frustrating!

I am having the same issue.  I pay estimated tax and overpaid most of the year.  I don't owe a penalty so I don't know why the program is forcing me to file a 2210.  And I don't think that filing by mail is what I want to do.  Is there a 2/22 fix on hand because I will wait the 2 days rather than fight with this stupidity.

After 5 attempts, however, following the suggestions above, I did have success getting my Federal return accepted. I checked Box C at the top of the page and provided my explanation under Part II at the "Explain" tab at the end of Box B (don't check Box B, just click on Explain and enter "85% waiver due to tax reform" as suggested by gjrama in an answer below. If you get a rejection after you re-efile, wait another 30 minutes or so and try again. That's what I ended up doing and it may be the TT forms needed time to update.

I had the same problem and after the 4th e-filing I got it accepted by IRS. I entered "85% Penalty waiver" in the explanation form that opens when clicking the "Explanation" button next to checkbox B of form 2210.

Ah well I asked for an email update on progress of fixing this issue and I received an email yesterday that said:

"The proposed fix date for the issue has been postponed to March 1st, 2019. The date is still subject to change, but there is a workaround available if you would like to do that instead: Electronic Filing Rejection code: F2210-003"

So now the "fix" is delayed until March 1st (if then) anyway the "work around for me is to FILE by MAIL.
So obviously that is what I will have to do. However I am expecting a refund from TT of $19.95 (as that is what they charge for online State filing). When I bought TT Premier they said online filing of Federal taxes was included ...since the program failed to supply that function I want that money refunded.
