I am getting a $229 refund. When I apply it to my 2019 estimated vouchers it does not change the amount. Why?

you can apply your refund to your final tax bill in 2019

meanwhile estimated tax payments are a separate item.

Thank.,It seems that is the way it works. However on my state taxes it reduce the amount of the vouchers.
