I am filing my taxes by mail but I had originally tried to e-file and then pay my state owed taxes through a debit card. Will state taxes still be debited from my bank

Changed from e-file to mailing taxes.  Had entered in debit card info to pay for my state taxes owed.  Even though I am know mailing in taxes will they still debit my bank account to pay on April 18th

They will still debit your account, but the April 18th may not be the date of debit, just for the fact that you are mailing in your forms, and you have to give them time to process the paperwork.
