I am doing my taxes to get the taxes withheld from my paycheck, but my parents are still planning on claiming me. Can I still submit a return with them being able to?

Yes, you can submit a return even if you are a dependent to get back your taxes withheld. Be sure to select that someone else can claim you as a dependent on your tax return.
