I am claiming my mother as a dependant again this year. She has not received or has lost her pin. How do I get another one for her?

What PIN are you referring to? 

The 6 digit Identity Protection PIN is only sent by the IRS each tax year after a identity theft report has been received by the IRS.

If the IP PIN is not what you are referring to then no other PIN would be required for someone being claimed as a dependent.

I can't get through to the irs. As she is older she is unable to provide some of the necessary information to verify her identity

The only way to get the IP PIN is through the IRS.  Have you tried this IRS website - https://www.irs.gov/identity-theft-fraud-scams/retrieve-your-ip-pin
