I am claiming my 3 children (dependents) and have 0 income for last year due to my diagnosis of Stage 4 cancer. It’s says I am ineligible for a refund here, is that right

For tax year 2022 you need at least $2,500 or earned income from work to be eligible for the child tax credit.

If you have no income in 2022 you do not need to file a tax return, with or without dependents.

So very sorry to have to tell you this....but there are no child-related credits available unless you had income from working in 2022.  The tax laws changed.  Tax year 2021 had some one-year only child credits that you could get without working.  The laws went back to the pre-2021 child tax credit rules.  Take care.
