Some beneficiaries live oversea and don`t have ITIN. Withholding taxes for them is impossible.

The only way you can do Estimated Tax payment is for the person (or entity would have an EIN) to have a SSN, or ITIN.
Otherwise any estimated taxes you would pay to IRS would not properly get assigned to those beneficiaries living overseas.
