I am a TN resident and not required to file a State return. Why am I being charged to file a non existent return?!?!

I am a TN resident and not required to file a State return. Why am I being charged to file a non existent return?!?!
Tennessee residents only file a tax return if their interest and dividend income exceeded $1,250 ($2,500 for joint filers). See link below.
